摘要:

随着温室气体排放骤增,全球气候变暖加剧,各国纷纷加入倡行节能减排的队伍中,中国亦就如何实现经济
增长与CO2 减排的并行出台了一系列的政策与措施。本文根据Kaya 恒等式与Tapio 脱钩弹性指标,运用因素分解法
构建了碳排放因素分解模型与Tapio 脱钩弹性分解模型,定量分析了1990 2013 年期间福建省碳排放与经济增长的
脱钩状况,发现福建省20 多年来的碳排放脱钩状态不甚理想,总体呈现弱脱钩状态。以此为基础,本文运用控制变量
法,有选择地对福建省“十二五”规划中关于节能减排的发展要求进行分析,预测了2015 年福建省碳排放脱钩状态,
并据此提出实现CO2 减排目标的可行方案。

Abstract:

With the aggravation of global warming and the surging of greenhouse gas emission,countries around the world
began taking actions in energy conservation and emission reduction. China has also made a series of policies on CO2 emission
reduction. According to the Kaya identity and Tapio elastic indicator of“decoupling”,this paper constructs decomposition
models of carbon emission and Tapio decoupling elasticity by using factor decomposition method. And according to the quantitative
analysis of the decoupling of carbon emission and economic growth in Fujian Province during 1990 2013,we find
that the decoupling of carbon emission in Fujian in the past 20 years has been weak. On this basis,this paper predicts the
decoupling state of Fujian’s carbon emission in 2015 by analyzing the demand for energy conservation and emission reduction
in“the Twelfth Five-year Plan”with control variates method. And a feasible resolution of CO2 emission reduction is proposed
as well.
